Purpose of Position/Summary: 

This position acts as a district staff specialist regarding project scoping. This position develops and plans projects based on organizational programs, keeps abreast of new scientific methods and developments affecting INDOT and recommends changes in emphasis of programs. In addition, this position represents the District Scoping Manager in the administration of multiple complex projects, programs, and directives.

Essential Duties/Responsibilities:
  • Prepares Engineering Assessments in accordance with the Engineering Assessment Manual;
  • Collects and analyzes data to screen a range of alternatives and identify a preferred course of action to resolve transportation issues;
  • Provides budgetary information to supervisor, researches & makes recommendations to assist with long range planning for section, evaluates engineering policies & recommends revisions;
  • Identifies cost estimates for alternatives and conducts benefit to cost analysis when required;
  • Familiar with INDOT pavement and bridge preservation techniques and applies them to develop scopes for preservation projects;
  • Assists Scoping Manager with coordination and review of consultant developed engineering assessment work;
  • May sign plans and/or other engineering documents as registered professional engineer;
  • Implements policies; evaluates impact of changes to engineering policies, procedures & standards & makes recommendations to supervisor, integrates changes in existing programs & directs research & evaluation efforts;
  • Independently generates & signs name to external correspondence (e.g., inquiries, investigations, acknowledgments) to consultants, governmental units, private industries & general public on matters related to section's activities;
  • Conducts field inspections;
  • Meets with officials from district &/or external officials (e.g., consultants, Federal Highway Administration, local authorities county officials) to present department's position & offer recommendations of acceptable alternatives where established policy does not apply;
  • Originates reports; as assigned;
  • Operates state vehicle to travel to & inspect project sites;
  • Attend public information meetings;
  • Performs other job related duties as assigned.
Job Requirements:
  • Civil Engineer with B.S. Degree;
  • Licensed professional engineer registered in Indiana;
  • Considerable Knowledge of civil engineering, environmental practice and regulations, public relations, and OSHA safety practices;
  • Considerable Knowledge in various computer programs (i.e. Microsoft Office Software, CADD, etc.).
  • Ability to comprehend and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans and specifications, environmental regulations and related data, define problems, collect data, establish facts and draw valid engineering/technical conclusions, use statistical analysis;
  • Ability to cooperate with coworkers on group projects and establish a friendly atmosphere with coworkers.
  • Ability to handle routine and sensitive contacts with governmental officials, consulting firms, contractors and the general public.
  • Ability to plan and develop engineering projects with unique or conversational problems and/or novel engineering related concepts and approaches;
  • Possess excellent oral and written communication skills.
  • Must possess valid Indiana driver’s license.
