We believe that the way we work can add meaning and value to the world. That ideas inspire positive change. That coloring outside the lines can illuminate fresh perspectives. And that small details yield important realizations. Above all, we believe that collaboration is the best way forward.

HDR develops multimodal freight plans for State DOTs and Metropolitan Planning Organizations (MPOs). Per the FAST Act, States are required to develop state freight plans every five years. The freight plans focus on areas on mobility, safety, economic development, environmental, and funding. The freight plans include stakeholder engagement, data collection & analysis, development of goals and objectives, and development of freight modal profiles, identification of key industry supply chains, and analysis of commodity flows.
